'share' will not work

So I am having this problem on my pc, but not with other devices. I cannot Share an article or item from the internet by email. I spent two hours online with the help place and they said it was fixed, but it isn't. I used to just click on the three dots at the upper right on the screen, or right click on the item, and Share would come up. Now it is not on that menu and I have to do one more step. Then when I hit Share and try to use Outlook to send it, Outlook comes up but without the item.
