Using classic Outlook for Windows in business environments
I found the solution in another thread. this is the main solution to a problem that I have been confronted with for about 6 years now where I couldn't get the answer. I am posting this for other people who have the same problem. It has something to do with a xbox360 account that I used to have.

- Go to https://account.live.com/proofs/Manage
- Scroll down and set your language to EN-US > Save
- Under "Security info helps keep your account secure," remove your current email address and re-add it.
(You may have to use a temp email account if you only have one email address for receiving security related emails from Microsoft.)
