I am afraid not because the remote connection provided by either mstsc or other remote desktop clients is aimed to allow users to access the session based application or desktop. It means each user will have its personal but not interactive desktop.
The only way came to my mind of viewing and interacting with the user’s desktop is that administrator utilizes the remote session shadow mode.
