Thank you for posting. May I know whether you are Microsoft 365 global admin?
If not, you may ask your admin to check the Restricted users page in the Microsoft 365 Defender portal at https://security.microsoft.com/restrictedusers to see if the user account can be unblock.
For more detailed steps information, please refer to the article: Remove blocked users from the Restricted users portal in Microsoft 365
Note: It might take up to few hours for all restrictions to be removed from the user.
Moreover, if you already tried steps above and there is no user in the Restricted users page. In that situation, you need to contact our phone support and our agent will check the issue from the backend side to further assist you.
