Using Outlook for Android for personal email and calendar management
I've included the screenshot requested. I have no option to add my account because I can only get to the screen below.

I've downloaded the Outlook app on my Android 2 times now and connect get it to connect after I put in my work email address.
It brings be to an error screen seeking connectivity. I am connected and it still doesn't work.
I also tried the QR code but that didn't work either.

According to your description, the issue of your concern that your user has got an expected error for the connection about the TLS.
Based on the given error, please be kindly to check with change your network Wifi, mobile hostpost, mobile data.
And please make sure Outlook app and Android device updated with latest version.
