Accessing Outlook on the web for business using organizational credentials.

Thank you for posting. May I know whether issue happen with any other users in your organization?
However, I have checked but haven't found any service incidents at this time. You may try to check whether you can access your emails via using the Outlook desktop client or Outlook mobile app without any issue.
In the meantime, please try to access Outlook Web App (https://outlook.office.com) via different browser (such as Chrome/Edge) using Incognito/InPrivate browsing window to check this issue.
Moreover, please provide us with the detailed screenshot about the issue including the assign license page via the Private Message for further analysis.
