It seems to be that the problem is within your phone that is not connecting to the Microsoft server since you were able to login to the Microsoft server separately with a browser. I would like to know if you happen to have any anti-virus software installed on your phone?
You may try this other troubleshooting steps and see if it resolves the problem.
- Check for a software update on your phone and update your phone.
- After you've updated the phone, proceed to restart your phone.
- Try again to sign out and sign in from your phone.
Please let me know if the issue is still the same.
