Spam source verification

Is this the official verification mechanism of outlook?

As attached picture showed, I received an email said that I need to reply or click link to verify I'm a real live human being, not a spam source. (ps. covered personal info in the link)

For the link, i found it's a website with "safelinks.protection.outlook.com" beginning.

Is that a verification function provided by outlook? Is there any risk to reply or click the link?
