I am using windows 10 1909.
as per the officials I should get 2004 update but didn't get that.
I've also tried updating from Microsoft site by updating tool.
It shows that this PC cant be upgraded to Windows 10.

I want to know the reasons for incompatibility so that I can change the hardware or something if required.

It seems to be a known issue
Besides Windows update Assistant, the in-place upgrade by an iso image is also a common upgrade method.
Try to download media creation tool from Microsoft website by click Download tool now button

Next, choose ISO file option in Windows 10 setup interface. After iso file download complete, do the following steps:
Personally, I have a 2009 vintage Dell XPS 8000 with a Nvidia gts 240 video card. I wasn't being offered the 2004 update. I read on Microsoft that unless you had a certain minimum Nvidia driver version, 2004 would have problems and Nvidia and MS were supposedly looking at the problem. I checked Nvidia for the latest driver version and it wasn't high enough.. I contacted Nvidia and they said it wouldn't be updated any further. I bought a newer Nvidia card GT 1030 with Pascal architecture and after installing it with the latest drivers I was offered the 2004 update. Unfortunately, after updating, my system became very slow and some strange things were happening (website showing content then disappearing) and I reverted back to pre-2004. The website problem went away so it wasn't a driver problem.
