Outlook groups grayed out

After outlook migration to 365, a user lost his local group contacts, in Outlook for the Mac. The functionality to create a new group is grayed out. Please advise.

    Based on your mentioned scenario, before moving forward, I would like to know below information to understand particular situation.

    * Could you please share with me detailed screenshot page about your Outlook for Mac version and "create a new group is grayed out"?

    * I need to know are you using Legacy Outlook or new Outlook experience on the Mac?
