Can't Read SOME Encrypted Emails

I can't read encrypted emails from my inbox in outlook. This use to work on previous PC.

Others can read encrypted emails that i send.

I cant open old emails that are encrypted that i used to be able to open.

I have this version: Microsoft® Outlook® for Microsoft 365 MSO (Version 2204 Build 16.0.15128.20210) 64-bit

I have installed my certificate(which is also a hardware token). It works fine when i send an email in outlook and works accessing specific websites that require it.

The message i get in outlook is that "Your Digital ID name cannot be found by the underlying security system".

First this message seems misleading. If i am reading an encrypted message, why would it need to find MY Digital ID. Shouldn't it be looking for the senders Public Digital Cert that is supposedly stored in the contact?

Anyways, i can see the certificate info in the senders contact info on my pc and it looks correct.

I have tried deleting the contact and recreating the contact from a received un encrypted email with a digital cert.

Nothing seems to fix this and i am going bananas trying to get this to work again.
