- Have you checked to confirm is not due to VPN/Firewall?
- Have you tried disabling the antivirus for a while and check again?
- You confirm this is only happening to outlook emails, May I know if this is only happening when opening Outlook (office.com), have you tried opening Home | Microsoft 365 and find outlook on the left side?
