I use third-party emails (outlook, thunderbird) and since 06/03/2023 smtp is not working, pop is working normally.
I use my own domain that Outlook allowed to create years ago.
I've tried several smtp (smtp-mail.outlook.com, outlook.office365.com, smtp.office365.com) and none work.
Remembering that I'm receiving emails, the problem is only sending. I already confirmed the password.

Hi ! This is Benpella . I'm a fellow Outlook.com user and I'm sorry to hear about the issue.
You need to create a "dummy" extra email account with your ISP or hosting company. This account will almost never get emails so you don't have to worry about a bunch of emails that can't be managed with Rules.
Next, you fill out the POP3 settings for your synced account to use both your dummy account and target account info. I explain the settings below.
Then you need to forward the emails from your target account at your ISP to your Outlook email address. Rules will work for these emails.
Here's how I did the settings in Outlook.com:
Go to Settings|Mail|Sync Email
Click on "Other email accounts"
Enter Display Name (what you want people to see as your name), Email Address (the address of the account you're trying to sync on your ISP), and Password (this is the password for your dummy account)
Select "Import into existing folders..." (if you want)
Select "Manually configure account settings..."
On the next screen be sure to enter the username for your dummy account in the "User name" field toward the top. The password for your dummy account you entered earlier should carry over here.
Select "POP/SMTP connection settings"
For "Incoming (POP) server" enter the settings specified by your ISP
For "Outgoing SMTP server" enter the settings specified by your ISP
Leave the rest of the settings as is
Click OK

There were some service issues, but your problems pre-date the server problems so it probably is not that.
Use the settings in Outlook.com's Settings (gear icon) > View all Outlook settings > Mail > sync email - which would be smtp.office365.com.
What is the error message when you try to send from Outlook?
Oh, and in case you didn't figure it out already, the other person's answer is useless - it might have worked 10 years ago but not now.
