In some cases, the sender can change the message so it no longer violates the rule. You may not have permission to send to the recipient; the recipient is a group, and you do not have permission to send to the group or one of its subgroups; you do not have permission to send email through an email server that is between you and the recipient; or your message was routed to the incorrect email server. Refer to Fix NDR error 550 5.7.1 in Exchange Online - Exchange | Microsoft Learn

    As the NDR says "An email admin at xxxx.onmicrosoft.com has created a custom mail flow rule that blocks messages that meet certain conditions, and it appears that your message has met one or more of those conditions", have you contacted the recipient admins to confirm if they have a policy that is blocking your emails?
