Power BI_Change the interaction behavior

Bellow link says that we can change the interaction behavior like cross-filter, cross-highlight or none.

I want to change some "scatter charts" to cross-highlight from cross-filter.
Then I select "Format" > "Edit interactions", but I can only select cross-filter nor cross-highlight.
How can I change to cross-highlight?
