That is definitely a phishing scam intended only to get the log in credentials to your account.
Microsoft would never send a message like that - would never happen
You can never go by the <From> address in any message since a spammer can "spoof" the <From> address to make it look like it comes from wherever they want. Also, any time you receive a message you're suspicious of that contains a link, you should always check the underlying URL that the link points to by hovering your mouse over the link or right-clicking the link --> select <Copy> --> paste it into any text editor (i.e. Notepad)
