Outlook2016 & 2019: Cannot open Inserted object

I tried to add attachment as object in a email but it cannot be open.

Step1: New Email

Step2: Go to Format text -> Select Rich Text

Step3: Go to Insert Tab -> Object -> Create from File -> Browse the file and tick display as icon

Step4: Attachment is inserted as an icon. (Double click can open)

Step5: Send out

Result: The recipient cannot open the attachment. Icon is blank. Neither can I open it via my sent box. No response when double click. Only when forwarding the email, you can double click on the object and it opens.

Troubleshooting done so far: repaired outlook, reprofiled, turned off cached mode, issue persists still.

Workarounds: Attach attachments > format text to Rich Text. or Format text > Rich text, drag and drop the file you wish to embed.

My client would like to use the insert function. However it seems that it is the only thing that is not working. Please assist! Thank you.
