Why does email flag keep changing randomly?

Each time I flag a message, I confirm that the message is flagged for ME. Once sent, the message is now only flagged for recipients. The item is no longer flagged for me, I have literally watched as Outlook randomly changes this selection even after the email is sent.

This attached message image was flagged for me. It now shows only recipient and NOT me. I literally read that it showed flagged for me and now it has changed!

    0.What is the type of account? Is it a POP, IMAP, or Exchange account?

    1. Are you facing the issue in outlook on the web as well? https://outlook.office.com 

    2. Please may i know how you flagged the email?
