Deleted Files Folder Does not Empty Folder when Prompted. Just Spins for Hours. Email won't Work Because Storage is Full

As stated in topic. My storage is full. I deleted almost everything, including emails with large attachemments, contents of almost all of the folders, etc. When I try to empty the Deleted Items Folder, it shows "Emptying folder (0 of 235)" and does nothing. There is a blue wheel spinning next to the Deleted Items on the left side. If I empty the deleted items folder, then it would free-up most of the space. I leave the window open all day and it never completes the process. I cannot use the account unless I buy more storage. If the Deleted Items folder would empty, I would not need to buy more storage. Do I have to wait for 30 days while it empties itself? I'm not buying storage for emails I already deleted. I only use the account for the calendar at this point, and that doesn't work until the storage is fixed.
