Based on your description, when you perform cutove rmigration, you got error: MigrationProvisioningPermanentException: Method not found.
For this issue, I did some research and found that there are many people have reported this recently, and I also found you replie to one of the similar threads. Since you have tried many available troubleshooting steps, but they are not working, i susppect that there might be some problems in the back-end side.
Please comprehend that for our forum support, we provide general information on Microsoft365 products, but we do not hava the permission to check the issue from the backend, and we do not have a way to report/check back-end service issues. In this situation, we suggest you go to Office 365 Admin Center-> Support-> New Service Request. The support engineers there have the correct escalation channel, and this is the most efficient way to report such issue. The engineers in related team have higher permission and resources than us to help check the root cause from background directly.
