Please add a feature to Outlook 365 called 'Open With' when right-clicking on a file with a mouse to open the file with the selected application

There is a more effective way to send a feature request to Microsoft for Outlook. You can from Outlook apps or Web and it will go directly to the developers.

On your PC, From your Office app, go to Help > Feedback.

Or from your Office app, go to File > Feedback.
