My test environment is Win10, the local language is English, and the report server language is English. The time zone in the control panel is Beijing and the Country is China. I opened the Report Manager using Google Chrome, set the language to Chinese and restarted the browser. The situation you described did not happen. Everything works fine in my browser.

At first, you need to have the ReportViewer Language Pack. I think the link has been covered in detail.
If you would try downloading this language pack yourself you would know that that is what downloads:

I am using uiCulture="ru_RU" for Russian and uiCulture="fr_FR" for French. Both work fine, but uiCulture="zh_HANS" or uiCulture="zh" are not working for Chinese. Any idea?
Try UICulture="zh-CN".
Same as the 2005 version, Microsoft Report Viewer 2010 language pack contains translated text, such as error messages, for languages other than English.
