Using older versions of Outlook for Mac for personal email and calendar

According to your description, we understand that you're experiencing some issues while composing new email in Outlook for Mac.
Recently, it seems that many people have reported similar issues while sending email, so to better narrow down the issue, we would like to collect more information for further analysis:
- Does issue occur in Outlook desktop app? If issue occurred in Outlook desktop app, it's suggested to contact in-app support, your specific situation will be handled by dedicated support team. Our dedicated support team members can collect diagnostic logs to check from client side, they will provide possible information and assistant from their side. - What email account type are you using, Microsoft365 business account with Exchange online or Personal account such as Outlook.com?
- Could you please provide the details of the rule you created?
- Is there any error code show up while sending new email, such as "This message can't be sent right now. Please try again later"?
- Further regarding this issue, as we have been looking into it, it seems that many people have reported similar issues while using Outlook on the web from safari browser, so to better narrow down the issue, may l confirm if it occurs in Outlook on the web (https://outlook.office365.com/owa/) via safari browser? If yes, please check with update Mac OS and safari browser to see if it makes any difference. Alos use Outlook web app via different browser such as edge or chrome and check. Have you tried using web app to check if issue remains? Further regarding Outlook on the web, may l confirm if the new email address you added as recipient is a contact list? If yes, l'd like to say that Microsoft is already aware of this issue, and as a result of this, we will keep you updated as soon as we get more information on the actual cause of the issue or when it will be fixed.
