Using Classic Outlook on Windows for personal email, calendar, and contact management

Please request the user1 remove and re-share the calendar with the appropriate permission with user2. When user2 receives the calendar sharing notification email, click the button "Accept and view calendar" in the notification email, which will add the shared calendar to his/her calendar list, and then try again to see if he can create new meetings or modify existing appointments on the shared calendar.
Can you ensure that it is not related to permissions? If so, please verify which permissions were given Share calendars with external users - Microsoft 365 admin | Microsoft Docs.
Let's suppose the user you're sharing with receives an email notifying him that the calendar has been shared with them and contains a link to it. When user click the link, an .ics file is downloaded; when user double-click the.ics file, a shared calendar is added to the computer's outlook. After this, the items are synced with the main calendar.
