I don't care what the reasoning or explanation. I have a subscription to Office 365 Family Edition. It includes Outlook, but I don't want Outlook to keep automatically loading itself. If and when I want to use Outlook, I want to be able to click and control that. It is annoying as hell to have my taskbar constantly pop out letting me know that Outlook is running. Please stop that.

Sorry, give me a bit of time. My 18 year old little Maltese passed. It hit me hard and I'm going through a grieving process. I'll get back.
It's happening on every restart (or maybe delayed start?); and yes, it happens all the time -- when I close it, it opens up again.
The only item inside my "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp" folder is Bluetooth.

I'll give some troubleshooting steps and your cooperation will be highly appreciated.
First, we need to investigate and isolate the problem by creating a new Windows user profile (test profile) this is for us to know if the issue is with Windows or Office apps.

We understand that this situation is difficult, and it might be affecting your business let’s work on this together as team to get to the bottom of this.
For me to better understand the issue, I’d like to ask a few questions:
I suspect that your Outlook application is added on enabled on your startup folder, but I don't want to jump into conclusion yet because I need to get answers first to my questions above before giving you troubleshooting.
