And since you said it works normally under safe mode but you have already turned all add-ins off. So please be kindly to try the following suggestions and check if these can make any difference.
- Besides please also try to repair your office application: Repair an Office application
- Please also kindly try to create a new profile according to Create an Outlook profile. Noted: Please do not delete the old profile to protect your data.
