Diagnostic data window keeps showing up. Microsoft does not respect privacy

I did a clean Microsoft Office 2021 16.661 install running macOS Ventura. Outlook keeps asking me to send diagnostic data to Microsoft. I do not want share data. That is why I have chosen No, don't send optional data. Next time Outlook restarts, the "Microsoft respects you privacy" windows keeps showing up. !?

How can I completely disable the window diagnostic data? Clearing Word and Excel Caches does not solve the issue. There are plenty of discussions regarding the annoying "Microsoft respects you privacy" window. However all of them have been locked. Thus I had to open a new thread, sorry.

What can I do to solve this bug?

    Greetings! Thank you for posting in Microsoft Community.

    As per your description, the "Microsoft respects your privacy" windows keeps showing up when you chose "No, don't send optional data" in Outlook.

    When testing from our side we found we can reproduce the same situation that keeping getting "Microsoft respects your privacy" window if we choose the No option.

    We're afraid there is no build-in feature in Office to change this behavior. We do understand the inconvenience caused and apologize for it.

Our Product Team is in-charge of the site and they are constantly checking the comments and feedback from our customer. Many features have been developed and improved based on users' comment.

    Dear Tina,

    Thank you for confirming the annoying bug.

    It is Microsoft job to fix the issue. This has been ongoing BUG since years. It is a really bad way how you aggressively force users to opt-in for diagnostic data. This is NOT a feature request, it is a bug, which have been introduce on purpose by your Product Team.
