I am a delegate, with Editor rights, for my manager on her calendar. I can create invites on her calendar but if she needs to edit them she gets the message, "you are not the host" even though I created on her calendar. Also, I have stopped receiving "Proposed times" invites even though I get all other invites for her. Any suggestions?

I understand that there are some concern with your delegate access.
Before going forward, from your manage side, please try this steps exit all clients (such as Outlook and Outlook on the web) on which the mailbox is set up, start Outlook, and then try to edit the item.
Also, please double if you face the same situation when using outlook on the web https://outlook.office.com
Regarding invitation with proposed time, seeing that it is a recent situation, could you please confirm if there was any recent changes, also please create a test meeting invite using proposed time setting to see how it will go.
As of now, you can try to reset the delegate access settings to see if it makes a difference.
