Email Closure Scam?

Hi- I got an email from MSN Service saying my email will be closed because I have been ignoring their update messages. Is this a scam? If not how do I update my outlook?

    Microsoft will close/remove any account which is actively being used by the customer.

    Moreover, an account can only be closed manually by the account owner, or if the account has been inactive for about two years. Please refer to this article on how to deal with phishing emails

    Indeed, that email is a phishing scam and not legitimate, avoid clicking any links or attachments, responding, or dialing any numbers.
