Additional Storage required??

I have a question about billing for Icloud storage. My hotmail account cannot send or receive emails because the system says that my 5 GB of storage is full. They are telling me to purchase more storage, however I already pay $1.29/month for an additional 50 GB of storage. Is my email not covered by this additional storage. My email account is ******@hotmail.com. If needed you can communicate with me through my work email, ******@reveraliving.com. Thank you.
