No where near 20mb limit. and I have in the past sent more than 20mb. so MS always changing. This just started this week.

Hello, can any one explain/ help fix my issue with MS Outlook V 2019. Until recently we could send a large amount of attachments in out outgoing outlook mail. Now I am limited to something but not know what the size limit of attachments is. Meaning that in one email message outgoing I can not longer attach say 5mb when I previously could attach 10mb. What is going on how to fix this?

Based on your description, I know the scenario you met. In fact, each attachment's limit size is 20mb. So if your attachment is just 5mb, it will not reach the limit. Did you get any error page when you attachment? If so, could you please be kindly to provide me the screenshot about that error page.
There are two possiblities about this, one is your limit is changed by yourself via Office VBA. You can get more detaied information from Limit the Size of an Attachment to an Outlook Email Message | Microsoft Learn.
If you did not do this, maybe there is something wrong with your outlook client. To narrow down the issue, please be kindly to try to log in your account in outlook on the web and check if you will meet the same scenario here. If you do not meet this scenario on the web, for this, it seems that it is your outlook client issue. Meanwhile, please try to Open Outlook in safe mode - Microsoft Support and check the result.
If safe mode cannot help, you can try the suggestions bellowing and check if these can make any difference.
