Mailbox not being created

I have created a new user and applied a license. It has been over 2 hours and I still get this error when I try to log in as the user

I have double and triple checked, as well as my system admin and everything looks good on our end and we do have a license applied so I dont know why it says the account doesnt.

For this, situation, since you said that you have already applied License services but still user cannot access mailbox account, so I think the cause of the problem is most likely due to an error on the server backend, because our forum lacks relevant knowledge and permissions, so to better help you, please kindly try to create a service ticket in the Microsoft 365 admin center to support > service requests through navigation, as they have more access permissions than on this forum, and professional engineers will further help you.     The issue was resolved by removing the license and then re-applying the license.
