Kindly share the whole error message with us for better analysis and investigation.
You mentioned tat clearing browser cache and restarting it did not solve the issue. I suggest you change to a different browser and open in private/incognito mode.
If you are using a VPN or Proxy, you can also try check if that is affecting your browser performance by turning it off or changing the server. You can also check the firewall settings in regard to the browser.
