Outlook Rules not Completing

I have a rule that looks for any email from one of 7 email addresses, and moves those emails into a specific folder. My inbox currently has 64 emails in it.

From Outlook Mac, I go to the "Rules" settings pane, and ran this rule by clicking the "play" button.

After 45 minutes, no emails had been moved, and the spinner kept spinning.

I decided to delete that rule (something seemed obviously wrong there) and create a new one.

All the play buttons in the Rules pane are greyed out, like it's still waiting for the other (deleted) rule to complete.

Any advice on how to get this to work again? Force quitting, restarting, nothing else has worked.

    Follow up: I signed into the web app and noticed the Inbox still have the spinner next to it indicating it's still working. We're at nearly an hour at this point without any emails having been moved.

    I ran the diagnostic report, but I can't make heads or tails of the code in the rules section. That said, I can tell it exposes the email addresses I'm using to filter on, so it doesn't feel safe to send anywhere. What are you supposed to do with that file?

    I continue to poke around!
