Cannot download emails

I cannot download my emails. I am using a desktop PC. One of my email addresses works but my preferred email address cannot be accessed through Outlook. Virgin Media is company I use and the engineer could not identify the fault. He pointed to the VirginMedia mail box, which works. I get the following message:

Task '******@ntlworld.com: Folder:Inbox Check for new mail.' reported error (0x800CCC0E) : 'Outlook cannot download folder Inbox from the IMAP email server for account ******@ntlworld.com. Error: Cannot connect to the server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'
