When Microsoft doesn't send codes for two step verification

Outlook recently "found suspicious activity" and asked me to re-log in. I cannot remember my Outlook password. When requesting to reset password, two step verification does not send me a code to my email and/or phone (sometimes one works, but I have not gotten both to work at the same time). If I try password recovery, I get an email response "Because you've turned on two-step verification for your account, we ignore these requests but wanted to let you know." I have been at this for 3 days. There is no longer any Microsoft customer support either by phone or chat. So I cannot access my account nor is Microsoft available to help.
