May I ask when you last successfully logged into this account? I have to say that the only way to recover an account with a forgotten password is through the automated account recovery form you appear to have tried. There's no other way than this. Also, the form applies if 2-step verification hasn't been enabled and you have successfully logged into the account within the last year. You can submit the form up to twice a day until you succeed. Below is Microsoft's guidance for using the form:
