It is possible that your device does not support the TPM.
I also checked the HP website and support for the TPM wasn't listed there:

Dear All,
TPM options are missing in the security tab of the BIOS. I am using HP Notebook - 15-ac026tx.
I want to enable the TPM 2.0. Please Please help.

I search in HP website https://support.hp.com/ie-en/document/c04731368and and HP community, no sources say HP 15-ac026tx has TPM 2.0 support-------------------------------------------------------------------------------------
