CAN'T CREATE PUBLIC FOLDER

I wonder if anyone else is having the same problem as me, it's just a basic feature of Outlook isn't it? I cannot create a folder when I create a folder. Why?

    Based on your description regarding "Public Folders Issue". Kindly note that there is an incident that was posted to the Service Health Dashboard (SHD) as incident EX680770, estimated starting at October 12, 2023 at 3:03 AM GMT+8. The user experience of this incident is:  Users may receive a "cannot create folder" message when creating public folders in the Outlook desktop client

    User impact: Users may receive a "cannot create folder" message when creating public folders in the Outlook desktop client.

    More info: Users are incorrectly presented with this error, as the folder is successfully created after a few seconds.

    Current status: After additional review, we believe a mailbox replication issue may be occurring, which would result in the public folder not being able to be found initially and the error displaying, before it resolves itself momentarily after. We're gathering logs from our mailbox replication service for review to confirm this theory and determine our next steps.

    Scope of impact: Any user may receive a message stating "cannot create the folder" when creating public folders in the Outlook desktop client.
