You can also try contacting support in the Outlook app. if the account you are trying to work with is the Microsoft accounts.
Since you mentioned that you were hacked a year ago, we wanted to make sure that you've tried to access it within a year. If the account was not signed on a browser within 365 days. The account will be deleted permanently in the system due to inactivity. You may recreate the account as a new account if it is still available.
