Human verification loop?

I am setting up my old laptop so i could sell it properly with new email, but at the startup option, its just looping the human verification, i need help, i need to sold my old laptop immediately rn

Try and use an in private browser with edge browser or chrome and create a new one

    Did you restore the laptop to us factory settings?

    Can you share the screenshot of the error you’re getting?

    When you setup the laptop previously did you set any password and verification on the laptop?

    Did you log out all account before you try to setup the laptop?

    I don't think that's the problem, i also create new account with my smartphone and it only looping on human verification, i think that the microsoft website or something is having some trouble, or there are any thing that i could do for create new account on my phone? so i just sign in in my laptop, doesn't need a human verification
