can I purchase Microsoft 365 F3 + Exchange online Plan 1, how do I assign the license to users if I purchase two license for one user.

Ensure the Exchange P1 is enabled for Exchange Online, so I would add it first, then the F3.

Agree with Andy, it should be achievable, just as the document says, you can combine Enterprise, Business, and standalone plans (for example, Exchange Online Plan 1) within a single account. If you encountered conflicting service error, remember to uncheck one of those conflicting services from your licenses.
