Are @outlook.com emails a scam?

I’ve been applying for scholarships recently and I get some emails saying I’m approved as long as I list my name, number, personal email, and the college I attend which I think as normal information but it’s saying to send it to an outlook email and I’m wondering if I can trust it.

    We don't know who you are applying to.

    Any email system can be used to con people, not just Outlook.com, etc.

    You have to decide about the people that you are applying to, as to how honest they are; not the email system..
