Using Outlook for Android in business environments for email and scheduling
I have attempted all your suggestions several times. I continue to the the message only when dealing with a Microsoft based account.

When I attempt to add a Microsoft based email account (Live.Com or Outlook..Com) to Outlook I am told that I lack a network connection.. However when I attempted to add an Xfinity based account (Comcast.Net) Outlook completes the registration process and I am able to send and receive emails. The same problem exists with Office 365. I would greatly appreciate any assistance

On the PC;
Control Panel (view by large icons) > Mail Applet (outlook) > in the resulting window > Email Accounts > Email Tab, > New > Add the mail account, only email adress & password required to verify
