Unable to open external links in opened https://outlook.office.com's e-mail windows, but can open them in e-mail previews. Why and how to fix?

This is in https://www.usc.edu/office365 and Google's Chrome web browser in macOS Big Sur v11.7.10. All have updates.

    Google Chrome is a web browser developed by Google, while Microsoft has its own web browser called Edge.

    The issue occurs as a result of the third-party pop-up blocker blocking the link. The pop-up blocker feature prevents pop-up windows from opening when you click hyperlinks in email messages.

    Ooh, I figured it out. Chrome said it blocked pop-ups from external e-mail links. Why does online Outlook webmail have to use pop-up methods? :(
