You will need to have a functioning Microsoft Account at account.microsoft.com to reach support or use one from anyone close to you
Sign in to your Microsoft account on your browser ( account.microsoft.com ) and click the link below for support
https://support.microsoft.com/contactus
Click Microsoft 365
Click on Get Home Support
In the box shown type "Outlook.com issues" and select it from the options
Now scroll down and click Contact Support (near the bottom a little to the left of the center)
In the next screen it will ask for more details (fill in as appropriate)
In products and services: select Microsoft 365 and office
in the category select: Outlook
Click confirm
Click Chat with a support agent in your browser
