Job Deploy: Environment test-ode could not be found. The environment does not exist or has not been authorized for use.

Question

Hi,
We have an pipeline which is being used to provision our resources. This pipeline uses a deployment job. Earlier, if the Environment does not exist, pipeline used to create the environment automatically which is not happening due to the recent changes in Azure DevOps as mentioned in the documentation https://learn.microsoft.com/en-us/azure/devops/release-notes/2021/sprint-188-update#changes-in-the-automatic-creation-of-environments .
So, when I am trying to run the pipeline without the environment, I am getting the below error:

I have tried to create the environment using powershell script (which is using APIs to create the environment) within pipeline, but still getting the same error. I would like to Know, if the older behavior of automatic environment creation can be achieved?
