Missing option to add USB security key in Microsoft account

I have two personal Microsoft outlook.com accounts.

In one Microsoft account, I can add and remove USB security keys. Works in Edge, Chrome, and Firefox.

In the other Microsoft account, the option to add a USB security key is missing.

Observed in Edge, Chrome, and Firefox, with or without incognito mode, and clearing the "All Time" browser cache.

Observed on multiple computers.

Observed on different internet connections.

I have tried using the top option for "Face, Fingerprint, PIN, or security key" but it does not do the same thing as the "Use a security key" option on the first account.

Does anyone know what is wrong with the second account and if I can fix it?

    To add a security key as a sign in method for your Microsoft account: Go to the Microsoft account page and sign in as you normally would. Select Security > More security options. Select Add a new way to sign in or verify. Select Use a security key. Identify what type of key you have (USB or NFC) and select Next.
