I`ve try to create anyone resource and get "Could not create the marketplace item. This marketplace item is not available." My subscription is Pay-As-You-Go
I investigate that when i use another internet provider, all works fine

@Orest Pavlenko Thanks for the confirmation. This indeed look like the network issue.
If anyone faces any issue please collect the browser F12 traces and portal and diagnostic traces (ctrl + alt + a) to make sure that it is not the portal issue.

@Orest Pavlenko Thanks for the confirmation. It might be network issue that does not load the script/page properly. Can you confirm which service you were trying to create from marketplace? Have you used the same browser during your testing as sometime extension/ad blocker might cause this issue.
@MayankBargali-MSFT I tried create any service(app service, resource, etc.) from two browsers. Today all works fine, yesterday it worked just from mobile internet.
