Creating Rules with Sound Elements on New Microsoft Outlook Windows Application

Rules that I had set up which were client only on the previous version of Outlook (note: not NEW OUTLOOK) are no longer available on New Outlook, nor is there any way to recreate them as the options simply do not exist.

I am aware of the difference between Client Rules and Server Rules, and have found there is NO METHOD to recreate these prior Client Rules despite accessing Windows Outlook specifically as the installed application on my computer. Can this please be investigated and the Client Rules options be reinstated to the New Outlook program? As it stands this situation is unacceptable, as there is now no longer any way to trigger a notification or sound when emails are being moved via rules.

This would not "make the new outlook even better" this would bring the new outlook up to the standards of the old outlook.
